", "abstract": "A new design method for multi-rotor aircraft with distributed electric propulsion is presented\nto ensure a property of robustness against rotor failure from the control perspective. Based on the concept of null controllability, a quality measure is derived to evaluate and quantify the performance of a given design with the consideration of rotor failure. An optimization\nproblem whose cost function is based on the quality measure is formulated and its optimal solution identifies a set of optimal design parameters that maximizes an aircraft's ability to control its attitude and hence its position. We report here an approach to increase the specific capacitance of an\nelectrochem. capacitor by simply increasing the no. of oxygenated functional groups that are attached to the carbon nanotubes.\nThis finding shows an augmentation of nearly five orders of magnitude in the specific capacitance when the oxidn. level (oxygen\n/carbon at. ratio) of the nanotubes is increased from 2.5% to 7.5%. ", "abstract": "Recent interest in gaining understanding of the dynamics and behavior of the leading-edge vortex structure observed in biological flight systems has prompted the construction of a new low Reynolds number facility. This facility, a recirculating oil tunnel, gives several distinct advantages over similar facilities, utilizing water or air as the working fluid, for this kind of study. Additionally, as understanding is gained, active flow control strategies leading to the stabilization of the leading-edge vortex structure will be investigated, and this facility is specially equipped to enable this study. The tunnel has been designed and installed at the California Institute of Technology Graduate Aeronautical Laboratories.
